[cisco-voip] CCM 6.1.2 MoH works between IP Phones but not to callers coming in from PSTN/PRI

tone on hold, or silence?  note for h323:

enable the ccm-manager music-on-hold

normally that command results in silence though.

If you're getting tone then CM figures out from the MRGL that no MoH 
server is available or there is a codec mismatch between the gw and your 
MoH server.  What MoH codecs do you have enabled and what codec on your 
dial-peer?
