[cisco-voip] Call Transfer Problem

We are having an intermittent problem with calls coming in and no 
ability to transfer them. 

The softkeys at times available are ONLY:  Redial, CFwdALL, or New 
Call.   (the normal Hold, EndCall, Transfer and More do not appear).

There were no other calls coming in and no one else was on any of the 
other lines at the time.

Any ideas??
