[cisco-voip] No MOH, just beeps

Tone on hold (ie the beeps) means CCM was not able to allocate an MOH
server for the specified source, codec, etc. It can be anything from
the MOH server not being registered (remember the MOH server runs
under the IP voice media streaming app service, not MOH translator)
to a misconfig between multicast/unicast or not having a particular
codec enabled for MOH.

Whenever someone is put on hold (on-campus and off-campus calls), the
individual on hold only hears an occasional beep, instead of our
music on hold. We currently have two CallManagers, a publisher and a
subscriber, running version 4.1.3sr7. The music on hold is service
is activated and running on the subscriber. Any help with this would
be greatly appreciated.
