I find that if I leave a telephone usable, then they never call me when 
the put somebody there. Consequently, I delete the voicemail account, 
relabel the phone generically, then put it in a CallingSearchSpace that 
has no access to PSTN (except for 911). When they finally seat someone 
there, it will be essentially useless, so they call the helpdesk and I 
get to assign the phone correctly.
