[cisco-voip] CM 4.2 clustering across a wan

Traffic between the servers should be prioritized. It's all or nothing. 
If cannot meet the requirement do not cluster over wan.

ICCS stricly speaking are only a few ports but we know from experience 
that delays on other ports cause unexpected behavior.  This appears 
innocent enough on initial inspection but I promise there are very 
dangerous pitfalls down this road.
