[cisco-voip] TAC special IOS

IOS doesn't do any name parsing validation to boot images.  The naming
convention just makes it more understandable to read.  I believe when
you download the image it will check the platform to make sure you're
not running 2800 code on a 2600, but that's the extent of it.
