[cisco-voip] Load Balance between SIP dial-peers

You can do this for outbound calls using dial-peers, need to adjust the
global dial-peer hunt method. I've done it awhile ago for someone who had
SIP IVRs and wanted to load balance the calls between them.
I can dig up the dial-peer config stuff if needed.
