There is (or should be) an Operator user on the CUCM side for CUCMBE, 
but it isn't an End User, it is an Application User. The trouble is, 
with CUCMBE, UC uses the CUCM user's PIN, but application users don't 
have PINs, thus there is no way to log in to that user's mailbox over 
the phone. This is CSCsl00706. The workaround to access existing 
messages is using PCA or IMAP to access the mailbox. If you need TUI 
access, then you could set up a new operator user and point your call 
handlers / distribution lists at it instead.
