I have 2 PRI's in my 2821 with c2800nm-spservicesk9-mz.124-24.T2.bin without
issues.

but you haven't given us much to go on as for as troubleshooting.  what
sticks?

you could upgrade and still have the issue if it's a Hardware or config
issue.
