[cisco-voip] SRST PRI issue

MGCP gateway running IOS 12.4(22)T

Phones register to SRST gateway no problem, but when an outbound call is placed it will not route out the PRI.  There are POTS lines as backup.

I checked all my dial peers and they look fine.  I ran dialpeer debugs and observed proper matches.

dial-peer voice 1001 pots
description Outbound SRST ISDN PRI
 translation-profile outgoing outbound-CLID
 preference 1
 destination-pattern 9T
 port 0/1/0:23
!
dial-peer voice 1002 pots
 trunkgroup SRST_POTS
 description Outbound SRST POTS
 preference 2
 destination-pattern 9T

When the phones fallback to CUCM, calls  traverse the PRI as normal.

Has anyone seen such behavior?
