That's what I was thinking ---
MGCP and config in the CM (other gateways listed first in the Route
List) are ensuring that traffic flows.
But I figured I wasn't brain dead -- those dial peers DO point at ports
that I believe have no wiring on them!

Those would only be used in case of MGCP fail over to H323. So normal
operation would work with your CM config if you have the two ports that
have dial tone configured. But in the case of a WAN outage you would be
correct that that site would not have dial tone.
