Isn't this also addressed in the CUBAC/CUEAC products?

Call manager 4.2 and higher support directed call park. That should do what
you want.

Subject: [cisco-voip] Call Hold
Hi,
Is there any way to place calls on hold at another extension. I'm familiar
with Call Back, but I'm looking at this feature from the perspective of a
switchboard operator. If someone calls into switchboard and the caller wants
to hold for a busy extension, the operator would like to place the call on
hold at the busy extension so that he/she can continue to answer other
calls. If the held call isn't answered within 20-30 secs, it should revert
back to switchboard.
Kind regards,
Sechaba Mokoena
