Did you restart the TFTP service after uploading the files?  If so  
try using a cmd line tftp to get each file your phone needs from your  
PC.  Then it's on to sniffer capture and look at tftp traffic.

How can you upload background image files and ringtones in CUCM-7? I  
can't find the option anywhere on the webpages.
