There bearer cap is a bit odd, 0x8090A1 is more common.
you might try forcing the bearercap:

otherwise the calling party plan/type of unknown/unknown is
suspicious. many carriers do not like those. Either remove calling
party or step through the permutations of national/isdn/... Along
those same lines you typically need to provide full 10 digit cgpn out
to carrier.
It could be the specific channel id, not all isdn protocols allow
specific channel request at setup.
