Have you tried registering the phone w/ the publisher?
Exactly what version of 6.1 are you running? I know there was an open defect regarding broken replication in cucm 6.1.2... the exact version escapes me at the moment, but I know it's fixed in 6.1.3.
When one of our cust's encountered this defect, phone config changes wouldnt apply after a phone reset, but registering the IP phone with the publisher quickly resolves the issue.
I'm sure if you can find the defect ID through the bug tool kit. Hope this helps.

Hi
I have problem with applying changes made in CUCM 6.1 to cisco IP phones. Example: When I made new softkey template and I apply to specific devices, I press Reset button and nothing happened (devices wont reset). I reset phone manually (unplug and plug the cable) and the device is registered with CUCM but he still want to apply new softkey template. I read that this could be problem with DB Replication (I don't receive error in RTMT about this). Any idea what can be the problem. We have two CUCM (primary and secondary) I made changes to the primary.
