[cisco-voip] What codec/sample rate/resolution...?

Interesting file.  reviewing it in a hex editor it has several 'odd'  
attributes compared to other wav files.  Where did it come from?   
There is some indication this may be a windows WAVEFORMATEXTENSIBLE  
file:

Byte 0x10 is 0x1C  where in normal wav files it is 0x10:

Windows Media Player thinks is a Intel G723 type 42 but can’t play it..

I do suspect it 8000 Sampling Rate and uLaw….my goal is to be able to  
open and listen to it then convert it to G711 uLaw via Audacity or  
Adobe Audition…
