[cisco-voip] 7937 Can't call out

"Cause i = 0x80AC - Requested circuit/channel not available"

CM can set this cause code but does not seem likely in this case. 

I believe there is a hint here:

peer switch says to use channel 23 and everything progresses fine.
peer switch says to cut through audio and immediately the call is 
disconnected.

Just a guess - the DSP for channel23 either does not exist or is 
terminally ill.  Do you have enough DSPs for the total number of DS0's?  
Are you using Flex DSP allocation or static DSP allocation?
