[cisco-voip] Unity Connection Auto attendant not transferring for users without voicemail box

Hello

I am setting up unity connection in a lab.  When outside calls come in and
users try to dial an extention without a voicemailbox unity connection says
"I did not reconize that extention".  When users internal dial the extention
it works fine.  Is there something I need to setup so the auto attendant
routes calls to the phone lines without voicemail?
