[cisco-voip] UC500 sip to CM7.0 DTMF problem

I'm having a problem with outbound DTMF. Internal calls DTMF work fine, but PSTN calls don't work. 

The call flow is:

UC500>CM7>MCGP(2811)>PRI-PSTN

I think MGCP is dropping the DTMF tones.

Any ideas?
