Lisa, forwarding from non-primary lines has not worked since the beginning. Unfortunately, it's not considered a "bug" but rather "working by design" and it is unlikely that it will ever be fixed until someone who is on the cusp of spending 10 million dollars says, "what? i can't forward non-primary phones? i'm buying Avaya", which is not likely going to happen, because typically those who make the big decisions like that are not involved in the low level technical discovery portion and/or it happens after the decision is made and the cheque is cut. :(
and i said that all without a vein popping in my head Scott.
to that end, you will notice that at least they update the defect ID periodically to include more recent versions.

We upgraded to CUCM 7.1. We still cannot call forward any line except the top button on the phone - why??? This is a nuisance.
We have secretaries who manage many lines on their phones and they need to call forward multiple lines.
