[cisco-voip] PSAP sees Billing Telephone Number, not DID associated with phone

We have the same situation right now and AT&T's "complex" translations team
is having to troubleshoot on their end because it's not an issue on ours...
On top of that, there's also an issue with PSAP seeing different addresses
when they should only see a single one.
