c2c uses webdialer interface.  I do not have a coresident install handy 
currently.  However, I do not see any obvious reasons for incompatibility.

Have you verified the requirements?
CUCM with WebDialer
The WebDialer service provides the interface with CUCM that is used to 
initiate the call.
Communication between Click to Call and WebDialer uses SOAP over HTTPS
Click To Call uses the CUCM port 8443 to connect to the WebDialer and 
CCMCIP services

CUCM 5.1 to 7.x
CCMCIP Personalization service in order to provide phone type information
Click to Call uses the CCMCIP\Personalization service to retrieve a list 
of the user's phones from CUCM.
The CCMCIP\Personalization service is only available in CUCM 6.x and 
greater.
Click To Call will operate without CCMCIP\Personalization but with a 
degraded experience.

Are the agent PC's blocked from accessing any of the required 
components?  Since you say "does not show any available phones" I would 
pay particular attention to agent PC's access to https server of CM and 
the CCMCIP personalization service.
