Just an FYI. I made final changes to my dial-peer on Friday after it
happened again (a user pressed a speed dial on their phone and it dialed
911). The police arrived and the management got upset because it was
the 2nd time that week.
I realized that any outside calls were being made through a dial-peer
with a destination pattern of "9T". I think this is where my problem
occurred per recommendation of others & Cisco TAC. While I cannot
explain why it happens, I just know that it doesn't anymore. I know it
is too soon to tell (only 3 business days since I made the changes), I'm
confident this was the "9T" was the problem. I cleaned up my dial-peers
and made new ones based on category (N11, local, domestic long distance,
international long distance, etc). I would advise that nobody use "9T"
when defining a dial-peer.

The show dialplan number command will not show any dial-peers if the
match is on the 9T matching dial peer.

I performed the command "show dialplan number <number>" with various
numbers. Is it normal to not have any matches given my config earlier?
The only things I get matches on are 911 & 9911. For example:

To test the dial plan on a router you can do "show dialplan number
<number>" and it will list the dial peers in order of dial-peer matched.

How would I find out which dial-peers are being matched? On a further
note, should I just eliminate the dial peer of 9T (on dial-peer 11 &
dial-peer 3)?
On a side note, I didn't configure the CME Router. I was just told to
look at it and fix it. Ha!

I don't see anything drasticlly wrong with the translations.
Not sure that they are working the way you want as incoming numbers
would only match a 7 and make it nothing.
However the best thing for you is make sure that you know what
dial-peers are being matched when you have an issue.
If it is matching the dial peer of 9T it could cause problems
