[cisco-voip] can a gateway without ports register to CUCM?

OK, silly question, I have a 3945 without any ports on it. We're phasing this puppy in, so for now it will be just for CUE as a backup auto-attendant. 

Do I still need to (or rather, can I) register this box to CUCM? 

I've booted this box after removing the ports and after reinstalling the publisher and adding the gateway. It still says registering and I'm wondering if that's because there are no ports or because of something else.
