[cisco-voip] SIP trunk need to be reset in order to work upon system startup ?

Is this normal?

I have a non production site which keep experiencing power failure. After
someone boots up the server, the users can call out but people from PSTN
can't call in . It works after manually resetting the SIP trunk at
callmanager end.


The setup as below

 Cisco 2911 (Not sure, should be 15.0M3 or something similar) <----SIP----->
CUCM 8.0.3SU1
