Based upon below all looks correct, try a “telephony-service, restart all” which resets the phones or a reload after hours. If still a issue I suggest try changing 7961 load or opening a TAC case for troubleshooting.
What time are the phones showing compared to current time? Is it off 1 hour? Or showing GMT? Perhaps wrong timezone under “telephony-service, timezone x”.

I've been configured my router and it sync with all switch and router, but the time in IP phone 7961 still not change.

Use “ntp master” on the router to server up NTP, then reset your phones. 7961 use NTP, 7960 use clock, under telephony-server set your timezone too -jason

If the clock on the router is correct (and a timezone is specified), then the problem may be that the phone's aren't using it.
If CCME, go into telephony-service and create cnf-files and reset the phone.
