Thanks Nate and Jason,
PFS is enabled on all the phones, yet it was not operating as expected on 6.0.1 to 6.1.2 upgrade, but the phones had 8.3.x loads, maybe PFS was not that efficient on that version.
Now i tested with CUCM 6.1.2 and 8.4.1 phone loads, still more than one phone is downloading the firmware, but apparently it's taking less time and it seems to work better.

Peer firmware is in CM6, but it is not on the non-java phones like 7940/60 7905/7912. Highly recommended.

Sounds like a plan. That is how I have done it in the past (8K phones over 300 sites). Something else to look into is peer firmware sharing. Don't think it is available as an option in CUCM 6x and there are phone load requirements for enablement.

We're planning to upgrade our CUCM cluster to version 7.1(3) from 6.1(2). Since the phones are distributed to multiple low bandwidth remote locations, we want to update phone loads group by group in several days before the actual CUCM upgrade. We're thinking of changing the phone load fields of the phones using bulk administration, without changing the device defaults so that during work hours no accidental upgrades occur, and only the intended phones are upgraded during the night.
Is it a good practice, do you have any other suggestions or comments?
