[cisco-voip] 911 operator gets billing number instead of DID

With many of our implementations that require more specific locations to be
provided to the 911 service facilities we deploy CER.  You will need to work
with the Telco with regards to E911 services.  It is based on how many zones
whether it is quadrants in a building, per floor, or different buildings
with different rooms grouped into zone.  Each zone will need a DID sent out
that matches the PSAP ALI database.  Depending on the state law you must
follow the zone requirements.

Carriers may require you to fill up a form that authorizes them to pass on
that specific DID to match the zone that you are trying to designate for the
911 services to dispatch to.  In this case it's not enough that you allow
the DID to be presented, you have to give them the list with the DID
matching the zone number, description i.e. RM 202 building E.  All the
carrier does is pass on the DID to the 911 services.  Once the 911 services
sees this DID presented to them, their database shows them the description
you have given your zone.

It also requires a good amount of lead time to get this setup due to the run
around that some carriers give you regarding this process.  So depending who
handles your accounts whether PAETEC, and so forth you work with them to get
E911 locator setup.  This is a one time fee to setup depending on how many
DID's you request.

There are other setups where you can pay a provider to have access directly
to this database and you change zone information and DID information as
necessary but this is usually costly.  It is very rare to have to add zones
unless your building is physically changing all the time.
