[cisco-voip] SOAP - Performance Monitoring APIs Service will not start

diagnostic route: pull traces for that service and start reading
heuristic guess route: deactivate and reactivate the service.  it is 
common behavior for services to abort or suddenly stop if they are 
trying to startup and cannot find necessary configuration in the file 
system or in the database.
