Is there a feature or bug fix that mandates IOS 15 code? Past experience has shown that IOS 15 has the luck of being the 13th major rev in the IOS line.

Callers heard fast busy for about 10 minutes this morning.  This is a PSTN T1 PRI on a 2811 running 15.0(1)XA3. Show log I have never before seen this error, is this normally a IOS bug? I haven't setup voice statistics before reading the how-to article..
