I've have a customer that has been experiencing the exact same issue using an ISDN E1 PRI.

The router is an ISR 3925 the IOS is 15. 

They used to have a 2811 with IOS 12.4.24T2 and everything was working perfect. Once we moved to the new 3925 voice gateway with IOS 15, they've been complaining because of the fast busy tone.

They get the fast dial tone as soon as the last digit of the telephone number is dialled. It happens randomly and not more than once in an 8 hr workday and sometimes it doesn't happen for days together.
