As someone that needs to support CUCM and the whole Cisco UC environment I
would second this opinion. This makes it difficult as a vendor that needs
to support Cisco UC because we now need to spend more money to support this
environment (gee, Cisco wanting more money, go figure?).
I have five global labs to support and the whole new download/contract thing
really gets in the way as now I need to verify that at least 40 people have
all the right contracts to get all the right software - makes it a PITA when
you have a few hundred SMARTnet contract numbers.

IMO it would be a matter of separating software support from hardware
support for the phones. Maybe that software support is bundled with the
CUCM software, maybe it isn't. If they decide you need to have some type
of coverage in order to download phone firmware then just because we may
give you some free updates doesn't automatically entitle you to all the
other ones.
I have to stress that this is purely my opinion and (thank goodness) I have
no input, nor really any knowledge of how and why UC is licensed the way it
is. I'd say bug the PMs and your service contract rep about it if you feel
it overly burdensome or just downright dumb.

new firmware comes with each CM update. What are others going to do? just
update CM more often? or smartnet a single phone?
Financially it just doesn't make sense to smartnet many phones when in all
reality you get the firmware with the CM updates.

I don't know if you have noticed or not but you will soon not be able to
download software that you don't have a contract for.

If you have a smart net or shared support activated through a Cisco partner
you are eligible to have the latest IOS upgrade.technically starting from 15
Cisco started to enforce the license "like the difference between CUCM 4.x
and 5.x"

Working fine "till now" watch out for the license as you cannot just install
any version just if you have the correct DRAM and Flash "I don't know what
will it be for upgrades".for 15.1 I was trying to run SRST 8.0 but I failed
and till now I don't know the reason.I had to go to 15.0 to run SRST 7.1.
I have 15.0 as SIP gateway woth PRIs and H323 with PRIs and FXs.
