[cisco-voip] Unity Connection 7.1 -- temporarily out of service message

Has anyone seen problems with UC 7.1.3es26 where when trying to log in (via
TUI)  you get either a hang up, Service temporarily out of service or
service unavailable?

CM is 4.2 (don't give me a bad time..... we are working on upgrade next
month to 7)

Firmware on 7961 phones is 8.4.4

Googleing isn't getting me very far.
