[cisco-voip] Any idea why CER finds all NTP sources inaccessible?

take a look at all the NTP associations on the upstream NTP server.
i found while trying to sync my two 3945s, one of them wouldn't.
the upstream NTP server had an NTP server of it's own it couldn't connect to.
send of a "show ntp status" and "show ntp associations detail" and "show ntp associations"

yep. and other things can use the NTP sources. Just CER can't. I've been all over the network, but even setting up the local router as a NTP master it still wont' sync. Clock is only a couple minutes off so I don't see that as being an issue either. I'm totally confused about what the issue is.

NTP on same Subnet or on internet are all inaccessible. Bug?
using a router to be my NTP server on the local LAN and its not accessible either.
ideas?
