[cisco-voip] Any idea why CER finds all NTP sources inaccessible?

CER uses the same base OS as CM, so same NTP limitations will apply from 
the SRND such as: NTP must meet a minimum stratum level, must be a 
specific NTP version (CSCsw17043    document CUCM6.1 only compatible 
with NTP version 4), and most likely if it loses connectivity it will 
stop sync until NTP is restarted (CSCsk70971    publisher NTP down if 
configured NTP down or unreliable)
