While researching this same problem I found CSCtd75811 "Multiple
Agent.exe Instances Created Causing CAD Agent to Disappear." May or
may not be what you are running into but would explain why a agent
reboot would fix it.

Fixed in states "Release-pending" so I guess there is a SR6 in the
works. or it will be a new "feature" in 8 ;)
