[cisco-voip] SUpplementary services dont work after WAN outage

Hey Guys,
I have a strange one here. This is for a colleague of mine so I dont have
alot of info to go on.
This person has CCM 5.1.1.3, CUBE is running 12.4(20)T4.
CCM is using H323 to CUBE, CUBE is using SIP to provider who is Verizon.
The CCM and the GW are not on the same LAN segment. Everything works fine on
this system except if there is a WAN outage.
When that happens and the connection comes back up the users cannot place
calls on hold or transfer calls until the CUBE is reloaded.
They checked to make sure that the resources on the CCM MRGL show as
registered and they do, as well as looking at them on the CUBE itself. If
you try to manually reset them they will re-register but supp. services
still wont work. I dont have access to the system and neither does he so its
tough to set up traces on the CCM system. Im pretty sure if the services
were restarted on the CCM servers it would also work but they havent done
that yet.
I cant think of a possible cause right of the top of my head without
actually looking at traces or debugs.
Has anyone ran across something like this before?
