Ahhh...I think I faced a similar issue.
Through RTMT and CLI I checked that everything is fine and the
replication is going fine....after troubleshooting for several hours
late @ night I decided to leave it to the morning as it is not a
production site...@ morning I found everything working fine L
I tried to recall what I did wrong that caused this...I remembered that
I changed PUB clock as it was in advance 5 hours from local time and
also the time zone was not correct...I don't know what exactly this has
to do with the DB replication but after changing the clock on the PUB
and the SUBs synced I faced this reset problem...but I think after a
couple of hours it got solved without any intervention.

Ahmed,
I had something similar, where the phone would not reset. It came down
to the fact that my PUB and SUB databases were not sync'd (or syncing).
They should have been sync'd, but they were not. I don't have more
details on this, since I had a VAR called in to fix it.

7.1(3)...I can change any configuration inside phone page normally
without any problem...but I cannot reset the phone from phone page in
order for the configuration to be applied to the phone...the browser
tell me that device reset sent successfully but absolutely nothing
happen to the phone...the only way that I can get my changes applied is
by shutting down the switch port of the phone and no shut again.
Any ideas? I have tried this on IE and Opera.
