[cisco-voip] Phone reset problem

Similarly, especially when pub and sub are on VMware. I had to repair
cluster and resynchronize the database. It might also indicate a performance
issue on a physical box. Had seen this on CCM 7 with 7965G phones, so it's
probably not model specific.
