[cisco-voip] CUCM 7 Send busy signal if number not configured

Hello Ryan

they hear nothing, silence and after 40 seconds I get an anouncement from
the telco, that the number is not reachable. The call also does never
connect. So if I check on the gateway the call is not listed.
