You are not entirely adding new device support, but you are touching the database and tomcat files to update features for the device.
You still need to reboot.

Typically when adding a new device type you need to reboot after a device pack installation. But, can anyone confirm if I can simply install the 7.1.3.33024-1 device pack to add the 9971 video support WITHOUT rebooting the cluster?

Leaving CM at 7.1.3.30000-1, I only installed device pack 7.1.3.33024-1, rebooted, and I could add the phones as they now show up in the dropdown list of phones to add.
