[cisco-voip] Trouble Transmitting Faxes Over Voice Gateways

The majority of our fax lines are currently on a Nortel Meridian PBX.  All M1 calls are routed to the PSTN via 7 T1 connections to the Call Manager and then out the IOS Voice Gateways via a PRI span of 5 T1's to the PSTN.

We are currently experiencing trouble transmitting external, multi-page faxes - the fax will connect but only transmit one or two pages and then send back a communication error.  We changed our 6608 Voice Gateway to an IOS Gateway a few months ago.  We configured it with Fax Relay - not Fax Passthrough.  Could this be the problem?
