Hey John,
Make sure the reception PC has full rights to the Arc registry keys:
Under Hkey Local Machine , Software, Arc Solutions.
Also check that the TSP can control that users phone. Try using
phone.exe (from Julmar.com) on the server to see if you can list /
control her phone.

Sometimes it can be a hostname resolution issue to UCM, worth adding a
entry in the host file to check.
