[cisco-voip] CallManager 8x GUI to remove rings from phones

"this is system wide" - well, sort of.

It is system wide for any phone that points to this server for TFTP.  
The TFTP directory contents are not automatically replicated to other 
nodes.  Phones pointing to other nodes for TFTP will still receive 
complete list.
