Since your running with UCCE (Unified Contact Center Express) I would stop refereeing to it as IP-IVR, but rather UCCX, otherwise you confuse people. The same software works as UCCX or IP-IVR with UCCE.
I suspect if you get the lower end hardware 7816 you'll have little runway for future software upgrades.
I would look at UCCX 8x bundle versus 7x if this is a new deployment.
Are their Agent licenses included and what type?
