[cisco-voip] Calling Party Transformation Mask based on Device Pool

I am using transformation Patterns at the gateway. Opted not to use the
device pool because we have different gw types at some locations and we can
reuse some   of the patterns and css. Probably not the same situation
exactly but it seems more scalable to apply explicitly at the gateway,
especially if you are using standard local route groups with consolidated
route patterns.
