[cisco-voip] CME to CUBE config

Some of this is true, some not.

Basic guideline - any time you have a SIP trunk you need a CUBE.  This
includes CME, CUCM, CUCM-SME, etc.

Any time you have a CUBE (CME, 2800/3800, 2900/3900, ASR) you need
licensing.

The licensing is not enforced on any platform, but there are plans.  CUSP is
licensed and enforced however.
