[cisco-voip] Weird behavior

Hi, I have a remote location with CME connected with IPsec to my
central location with a CUCM cluster. It,s almost always that the firs
calls is without RTP. The phone is ringing, you pick up the handset
and there is silence. This happens in both ways. Any calls after the
first are OK. This is kind of pissing off my bosses so I have to fix
it but I don't have any idea.
