[cisco-voip] why can't i view or copy system roles?

Why can't I copy or view system roles. Case in point: "Standard Admin Rep Tool Admin" role in the "Standard CAR Admin Users" group gives someone cart blanche in CDR/CAR. 

I'd like to refine the role so one can search the CDRs but not make any changes. 

I'm using v7.1(5b)SU3 

Even checking the tables, there are no entries for this role in the role/resource map table.
