[cisco-voip] CUEAC 8.5.1.5 blind transfer delay issue sometimes

MoH is live feed (mcast) on FXO port on h323 gateway with PRIs. 

LRO is set to 0 per cisco recommendation. Didn't change behavior. No packet loss that were seeing.
